Job description

Context & Mission:

We are looking for a Senior HSE Lead to support a major pharmaceutical construction project involving the design, construction and commissioning of a large laboratory building.

 

The project is already in the execution phase and requires a strong on-site HSE leader to ensure full compliance with health, safety and environmental standards throughout construction and start-up.

 

You will act as the HSE workstream lead within a multidisciplinary project team and be the single point of contact for all HSE topics on the project.

 

Responsibilities:

Project HSE Leadership & Strategy

 

  • Define, implement and continuously improve the HSE strategy for the project

  • Ensure safety-by-design principles are integrated and applied during design, construction and commissioning

  • Act as the primary HSE contact for internal stakeholders, contractors and external partners

  • Interface with internal HSE departments to ensure corporate standards and directives are applied

 

Construction & Commissioning Support

 

  • Supervise all HSE aspects of construction activities and equipment commissioning

  • Ensure all legal inspections, permits and prerequisites are completed before start-up

  • Review and approve risk assessments, RAMS and HSE documentation from contractors and internal teams

  • Maintain a strong on-site presence, with frequent interactions with contractors, engineers and supervisors

 

Compliance, Audits & Performance Monitoring

 

  • Lead HSE audits, safety meetings, inspections and site walks

  • Monitor and track incidents, near misses, corrective actions, KPIs and overall safety performance

  • Actively challenge teams and enforce compliance, going beyond advisory-only support

  • Promote a strong safety culture and ensure alignment with legal and internal HSE requirements

 

Team & Environment

  • Integrated into a multidisciplinary project engineering team (architecture, HVAC, electrical, safety, pharmaceutical experts)

  • Close collaboration with construction safety coordination, design offices and general contractors

  • Regular interface with internal HSE stakeholders and project management

  • Work environment: large, complex CAPEX project in an industrial/pharmaceutical context

 

Profile Requirements:

Experience

 

  • Minimum 8 years of total professional experience

  • Significant experience as HSE Lead on large construction or CAPEX projects

  • Seniority is essential due to the leadership responsibilities and exposure of the role

 

Must-Have Qualifications & Skills

 

  • Belgian Prevention Advisor – Level 1 certification (Prévention Conseiller Niveau 1 / Preventieadviseur Niveau 1)

  • Strong experience as HSE lead on large construction or industrial CAPEX projects

  • Solid background in construction projects with complex technical disciplines (e.g. HVAC, electrical, mechanical, utilities)

  • Proven experience with safety-by-design and commissioning/start-up processes

  • Demonstrated ability to lead, challenge and enforce HSE standards with contractors and internal teams

  • Experience in industrial environments (pharmaceutical sector strongly preferred)

  • High on-site availability and a hands-on, field-oriented mindset

  • Strong communication skills and professional credibility at all levels (site teams, management, external partners)

  • Functional English (minimum B2) for daily professional interactions; local language is a plus

  • Initial background in engineering (construction, electrical, mechanical, HVAC, industrial engineering, etc.) followed by HSE specialization / prevention certification

  • We are not looking for a purely theoretical prevention expert without practical engineering or construction exposure

 

Nice to Have

 

  • Experience in pharmaceutical or laboratory construction projects

  • Experience covering both engineering/design and execution phases of projects

  • Exposure to large, high-investment projects with multiple stakeholders and complex governance
